Pool paints have special resins that tolerate immersion for long periods of time. Generally there are 3 classes of pool paints: Chlorinated Rubber, Waterborne, and Epoxy. Each of these have their place in the spectrum of underwater surfaces. None of them seem to last very long especially when exposed to the stress of chemical sanitation and exterior UV from sunlight.
Waterborne pool paints are the nicest to use as they go on like house paints. Spread 2 coats thin over masonry surfaces and allow a week at least to cure before refilling.
For metal or fiberglass pools use Epoxy pool paint. Do not use in heated tubs or spas
